[MC-117806] Dispenser with filled bucket at y = 255 facing upwards replaces filled with empty bucket despite no fluid being placed

The bug

An upwards facing dispenser at y = 255 containing a filled bucket replaces the filled bucket with an empty one despite no fluid being placed when activated. Expected would be that it fails to dispense the bucket.
