When right click is tapped just long enough to fire, there is a chance of it bouncing off of a mob. Is this intentional?

Are you using 1.11.2 or an earlier version? This was fixed a while ago.

I'm using 1.11.2. Doesn't seem to be "fixed". It also doesn't seem to be the damage timer, as when I am in my survival world and fire one arrow at a mob, it will sometimes bounce.

Found the error. When Mobs are far away, its just a visual glitch, as the arrow will appear far away, and when a mob is close to me, it was simply because it was on fire b/c of sunlight and the damage tier was on cooldown. As far as I know, at least.
