When i jump from a Minecart to one sitting on Activation Rail, it happens < 50%, >10% of tries, that i exit inside the block under the "coming from" cart (see picture). Without secondary layer i would fall through floor.

Yes it is.
I just tried for about 5 times, after working first tries i then just dropped 1 block down again like described.
@unknown So which version did you test in? 1.12.2? 1.13-pre6?
Also, since you are the reporter of this bug, you can update the affected versions yourself.
Is this still an issue in the most recent versions (currently that is 1.12.2, or the latest 1.13 development snapshot 18w07c) of Minecraft?
