When combining two items (bows for example), the toast announces that new recipes have been opened (no item picture). If you continue combining (again bows for example), the toast reappears every time you combine two items.

Turns out crafting anything that doesn't have a recipe in the book shows the toast. This includes combining items, dying shulker boxes, banners, fireworks, etc.
I updated the title to reflect this.
