[MC-118213] Observer's blinking when placed

Its a little bit anoying when the observer blinks when you place them, it makes some redstone messed up / broken and you have to start over!

(I timed the screenshot perfectly)

It detects a change from "nothing" to "air"

I mean come on, it brokes some redstone and i have to seek for the problem T_T
