[MC-118215] Snow falls on glass blocks / stained glass / frosted ice

The bug

Can't tell when this bug was introduced, but snow now accumulates on glass blocks, when in

[media]

and older versions it didn't.

This also affects the blue ice. I prefer introducing a #snow_free block tag that includes glass, stained glass and the #ice block tag to fix this issue.
