I've turned the master volume off, and the voice/speech volume is also off, yet the narrator still plays at full volume.

Apparently Minecraft/JAVA uses the ISpVoice API, which means calls to GetVolume and SetVolume aren't done properly..? Should pass an integer value between 0 and 100. Can't look at the code myself sadly, but someone should be able to look at it. Windows offers NO volume control for this API so it's either Full Volume or Off until this is addressed

The issue I was having was I'd set the volume and it would be fine but if I closed the game and restarted the volume setting would be where I set it but the actual volume would be max, all I had to do was move the slider to reset the volume. I noticed this was fixed for me, I think with a 1.18 or 1.19 update, but now with the past couple of updates It has gone back to needing the volume slider moved to update the level.
It really needs to at least respect the master volume slider. You can have the whole game muted and it will still scream at full volume. Using the windows volume mixer is the only way I've found to be able to use it, and even then I can't hear any other game audio, because otherwise it makes my whole head hurt.
Same. Narrator runs through Minecraft slider in Volume Mixer. The only way to turn down Minecraft Narrator is to turn down all of Minecraft.
Windows Narrator changes (volume/voice/speed) have no effect, if they were intended to. With Windows Narrator at 10%, Minecraft Narrator is still 100%.
