teleporting into a 2 block high space will cause suffocation damage, if you are floating/flying and teleport, you notice you aren't teleported onto the ground, you float above it, but if you change the coordinates from, lets say "0 59 0" to "0 58.9 0" you won't hit the ceiling, but you will fall trough the ground because it gets calculated as teleporting into the block
So: Teleporting into 2 block space teleports you too high = suffocation damage, teleporting lower will make you fall into the ground.

When you /tp, you usually are teleported 1/2 of a block higher than expected. This is why you are suffocating.
If you look in the command feed when teleporting it usually will say something like this:
Teleported Player to 100.50, 4.50, 123.50

But if you teleport any lower, you will fall trough the ground and not stand on it

I know. /tp should teleport you to the exact coordinates, not 1/2 a block higher.

Also, if you fall into a block, press Space.

But if the floor is just 1 block thick, lets say the tunnel of a floor above a lava sea, you will fall trough the ground and die inside the lava!

Well, that's the bug!

you can also just use /tp <x> 10.0 <z>
