[MC-119175] Narrator Button Is Broken

For a reason i went messing around in settings then i came across a narrator button i clicked it and nothing happend i hold it and it was the same nothing until i pressed CTRL+B witch is enable and disable the narrator then the button changed and i clicked and it'..... the... same
P.S I found this in release 1.12

However, this issue is Invalid.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.

Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.

i went into the chat settings without opening a server or a world i opened it from the title screen
