Dispensed TNT doing very little damage

When TNT is dispensed on obsidian or bedrock from upward pointing dispensers it does not destroy any blocks and does very little damage. im trying to build an automatic intruder killing system but thanks to this bug it wont work.

The TNT is not really dispensed out of the bedrock due to another bug: MC-9869.

i don't think tnt is supposed to be able to go through blocks
