I'm assuming you're talking about underlined text, not the underscore.
This issue affects neither 1.10.2 nor 16w42a. I'm not sure exactly when this bug was fixed.
EDIT: according to the comments in MC-3582, this was fixed in 14w11b.
EDIT AGAIN: actually, that wasn't what fixed it. The fix is that doors in powered locations will be open by default when placed.

plugins are part of bukkit, not minecraft
bukkit is not updated to 1.8, so its bukkits problem
c=1 means count = 1
thats specifying that theres 1 target, not where the target is,
theres nothing to tell the game for it to pick itself
i don't think tnt is supposed to be able to go through blocks
