I use 1.8.9 or 1.12 Optifine with Java 64 bit( i just reset my pc and put 64 bit java) .It's similar do that problem, i had that also few month ago but i solved using old launcher but now cause the problem too...
If I have normal fullscreen and I press F11, screen goes to white small screen, then I press F11, it goes to full black screen.
It lags little, when I press F11.
It doesn't happen when i am in options before go in server or when i go in server for first seconds i can press F11

Have you tried to replicate this without Optifine? This may be an Optifine issue which you should report to the author.

Your game, launcher or server is modified.
If you can reproduce the issue in a vanilla environment, please recreate the issue.
Any non-standard client/server/launcher build needs to be taken up with the appropriate team, not Mojang.
Any plugin issues need to be addressed to the creator of the plugin or resource pack.
If you have problems on large servers, such as The Hive and Hypixel, please contact them first as they run modified server software.
