This still appears to be an issue in 22w46a, despite being marked as fixed. Note the rails in the Tools & Utilities tab - a change made in 22w46a

Have you tried to replicate this without Optifine? This may be an Optifine issue which you should report to the author.

This is simply because some of the Mojang servers are timing out or running slow. The best thing to do in this case is to wait for them to come back online - your skin will work correctly and you'll be able to enter servers without getting kicked.

It's only been happening for the last hour or so, too.
