TnT do not destroy TnT minecarts when a near TnT minecart is ON

TNT never destroys TNT minecarts. If they're unignited, it will ignite them, and if they're already ignited, it simply does nothing.

The fact that they are ignited by a TNT explosion shows that it is the intended behavior, not destroying the minecart.
