As seen in the video shows issue of boat getting launched by a slimeblock pushed by sticky piston. Most of the time this jump works but few times or about 30% chance. When it doesnt work very shortly after getting pushed up it acts like the boat hit something in the air and so the boat will just go back to the ground.
