The bug
As of Minecraft version 1.9, the "You cannot respawn in hardcore mode!" message no longer appears on the Game over! screen.

Side note
The removal of said message might be intended as the new "Spectate world" button has been added at that time.

You can actually continue playing in hardcore after you died now that spectating the world was added because if you activate cheats when opening the world to LAN, you can change your gamemode then continue playing in the world normally. It's basically like respawning.
Confirmed for 1.13.1, also Crowdin doesnt have this string for translation.
The behaviour has changed when 1.9 was released, so you can respawn, although you're in spectator mode then.
