I think it is intentional that shulkers drop 0-1 shells. The Looting enchantment only increases the chance of a killed shulker to drop one.

I encountered this issue as well but I had a workaround. You just have to add the pull

"Eroded Badlands aren't bordered by a desert when against another biome..." That's because Eroded Badlands is the border of the Badlands variant "Modified Badlands Plateau."
I think this is working as intended because the border biome of a Modified Badlands Plateau biome (which was the Badlands biome variant in your seed) is an Eroded Badlands biome (according to the wiki: https://minecraft.gamepedia.com/Badlands#Modified_Badlands_Plateau).
I think this happens because they are like villagers too. You know the phenomenon when you go near a villager, it looks to you? I think the same is happening with the pillager and other illagers as well. The pillager is not targeting you; the pillager is just looking at you while coincidentally having its crossbow charged.
