Resource packs do not sort by number

In previous versions of Minecraft, resource packs would sort by number from 1 to 5. Now, they are sorting in a strange order.

Expected: The resource packs would sort as they did before: 1, 1.13, 2, 3, 4, 5

Actual: The resource packs sorted in a strange order, even after leaving the menu and coming back: 1.13, 5, 4, 3, 2, 1
