Whether it is being set in the initial summon conditions of /summon or later via /data merge, the value for FallFlying always remains 0b.

Does the entity in question wear an elytra?

Yes, I have checked with and without the elytra. It does not update.

Woops, just found out that I was putting the elytra in the wrong slot of the ArmorItems tag. FallFlying does indeed update properly when the entity wears an elytra.
