I ran a command: /tp @p ~ ~1 ~ -90 0
Instead of rotating to (-90.0,0.0), my head rotated to (0.0,-90.0)

Reopened. MC-121863 describes the x_rotation and y_rotation selector arguments being the same, not the command parameters of /tp being swapped.
