When you summon a WIther with commands it behaves normally, but if it is summoned by placing the Soul Sand and Wither Skeleton Skulls it has no AI!

This issue duplicates MC-106858?
This is not a dupe of MC-106858 for when I do it the Wither has no AI at all!

It does have an AI for me in both cases, but also some very strange pathfinding issues.
