using this design any block item can be duplicated please fix

This is a duplicate of MC-54026; the duplicated block is a "ghost block" which should go away upon relogging.
Note that we only support the latest release (1.12.2 or snapshot 17w49a), not 1.11; and also we only support unmodified versions.
