When something is placed in the same block as an item frame (that doesn't break the item frame, e.g. a torch), a redstone comparator will no longer output a signal based on the item's rotation.
Note: You may need to change the item's rotation to update the comparator after placing or removing the block in the item frame's space.
This issue was also seen in version 1.10.2.
