When I start minecraft I create a new world just creative or survival it doesn't matter I look at the FPS and its at 1 FPS so in creative I can't fly because too much lag and survival I can't walk on do anything responsive to minecraft so I'm hoping if you can fix this thanks for your cooperation.

A few suggestions:
use standard or lower definition texture pack
adjust video settings, turning off smooth lighting, setting fps to max, disabling fancy graphics and advanced openGL, etc.
update computer drivers and java
allocate more memory to minecraft process
disable background processes
consider using a linux based operating system
consider using a performance mod such as Optifine
