Cannot place command blocks with a desired orientation using /fill, /setblock, etc

In Minecraft 1.12.2, you could use the /setblock ~ ~ ~ minecraft:command_block <data value> command, where data value is a data value that would give you the proper orientation for the command block when it is created. However, with the new /setblock command, there is no nbt tag for the orientation, and it is impossible to place a command block in a specified orientation.
