I feel like the criteria minecraft.dropped:minecraft.air should either not exist or should do something.
I think this should either
1. Count the time you tried to drop something, but couldn't (because there was nothing in that slot) or
2. Just be a overall counter for dropped items (the same principle would apply for minecraft.used:minecraft:air, minecraft.crafted[...], minecraft.mined[...], etc
The second suggestion is, in my opinion (which nobody asked for), a better solution. Due to the fact, that this would open up new possibilities for people making minigames and especially map-makers.
PS: I do not think, I can attach anything useful. I hope everything is clear and understandable.

In my opinion just for example minecraft.used should detect anything being used. Having air be a special case is rather weird.
I think it would still be a nice addition for map makers or vanilla-mod creators, so they do not have to use ressource packs to make the items invisible.
This would lead to more compatibility in vanilla mods and easier access to checking wether the player right clicked.
Air would not be a special case if you would implement option one (mentioned in the report) because the behavior of air (not having anything in the hand) would be as expected instead of doing nothing. Therefor option one would result in a consistent behavior.
Please do not mark unreleased versions as affected.
