1. use command
/summon villager ~ ~ ~
2. make villager looking at you(get close with him)
3. use command
/execute as @e at @s run tp @s ~ ~ ~ ~ ~
he will turn his head to weird way
and it only happen in non-player ... like if you do so
/execute as @e[type=player] at @s run tp @e[tag=target] ~ ~ ~ ~ ~
every thing just right,they turn to the direction player facing,
but once you execute as a non-player entity...
/execute as @e at @s rotated as @p run tp @s ~ ~ ~ ~ ~
bug was happen again.

well,no,this issue can`t be created in 1.12.2,
it is because it only happen when teleporting using non-player rotation
these command can use in many entities at same time,
you can summon many entities at same time to make this bug obvious.
Is this still an issue in the most recent versions (currently that is 1.13.2, or the latest snapshot 18w49a) of Minecraft? If so, please update the affected versions and help us keeping this ticket updated from time to time. If you are the owner/reporter of this ticket, you can modify the affected version(s) yourself.
Is this an issue on 1.12.2?
