[MC-125009] Underground lily pads

The bug

Lilly pad spawned underground. I've seen flowers underground before, so I don't know if this just falls under that same "quirk". However, I don't think I've ever seen a lilly pad spawn underground.

I don't really think it's a bug, but more of a slight shift caused by rewritten world generation.

Cannot Reproduce in 1.15's snapshot 19w41a or newer.

Underground lake worldgen changed in that snapshot. All the lakes were in different places. Before, it was easy to find lily pads. Now, one can search for ages and not find one.
