[MC-12502] Pouring a water bucket on snow does not replace the snow

Usually pouring water on snow replaces the block and spreads out. In 1.5.1 (and maybe 1.5.0) it is placed on top of the snow block (1/8th block of snow fall, not the solid block) and spreads from there.
