If you spawn a Phantom on the ground, it thinks there is air beneath it when there really isn't, resulting in THIS.
This happens 70% of the time. If you first use a spawn egg for a phantom, it will successfully take off. But continuing it, results in the phantoms looking downward thing
The same thing happens to me, no matter the territory of either normal or superflat. They stick to the ground and spin in circles, but never fly.
