This is invalid. If you hit f5, it clearly shows that the player is still swimming, in which case they aren't actually submerged in the block. Adjusting your pitch to 0.0 will make the player stop swimming (only when you aren't moving) and return them to an upright position, on top of the block. The actual issue might be that the player does not stop "swimming" when on the seafloor and they are not moving, at a pitch > 0.
