-Dried kelp has to be smelted. Much like charcoal. - My bad, thought you were talking about the kelp item itself.

You craft the dried kelp block from 9 dried kelp items.

Dried Kelp actually does not have a recipe yet. it wasn't a bug. 18w07a introduced the kelp block but didn't have a recipe.
