[MC-125355] Turtle Shell Water Breathing Stops When In Water

If you are standing on land, the turtle shell helmet will give you the water breathing potion effect. If you are in the water, this doesn't happen.

It gives you a few seconds of extra breath, but not infinite breath while underwater.

That doesn't really make sense from a design standpoint, but okay

It makes perfect sense. If it gave you the effect underwater, it would last forever. It is supposed to only give you an extra ten seconds of breath.
