[MC-125373] Some abandoned mineshaft shafts generate without support arches

When one support arch fails to generate because of air above it, all other ones after it, in the same shaft fail to generate.

Steps to Reproduce:

Generate a world with the following seed and teleport to the following coordinates.

Version: 1.18 Pre-release 4
Seed: 2671478887814226195
Coordinates: /execute in minecraft:overworld run tp @s 8897.30 -21.00 -399.56 -455.29 3.67

Take note as to whether or not corridors in mineshafts can occasionally generate without wooden supports.

Observed Behavior:

Corridors in mineshafts can occasionally generate without wooden supports.

Expected Behavior:

Corridors in mineshafts would always generate with wooden supports.
