Did it spawn there? Did it grow up there? Did you place it there? Please provide seed and coordinates.

It spawned around that area. Seed was left blank. Coordinates are: -53, 64, 267.

I can confirm that sometime, yes turtles randomly get stuck in between blocks and even spawn there.

I do. I uploaded the level.dat file. According to MinAtlas, the seed should be -4880615984356898561 I'm following the issue via, email in case you need anything else from me. Thanks again!

Edit: I tried uploading the whole world as a zip file, but it was slightly too large.

Cannot reproduce in 1.13.2 or 19w09a. I have explored the world in both those versions and have never seen a turtle suffocate. This must have been fixed in the 1.13 snapshots a while ago.
