[MC-125843] summoned phantoms fly off in one direction

When i spawn the phantoms through commands, they fly off into the distance in a straight line.. When spawned via spawn eggs, they act normally, that is fly overhead in circles. The AI
is wrong.

I spawned through spawn egg and it flew down, but after a while it was decided and flying in the sky...

/summon phantom ~ ~ ~ {size:x}
where x is any number. Without nbt tag this bug doesn't happen. Also the size tag doesn't effect the size for me, all of them are same sizes regardless of x's value. In other videos I saw the sizes changing, doesn't work for me...
