/give does not work in 18w07c

/give @p minecraft:iron_shovel 1 0 {"minecraft:can_destroy":{"blocks":["grass"]}}

and other /give commands which include both a [count] and a [data] argument do not work. The command output shows an invalid syntax error, saying the [count] argument is incorrect. This did not show up in previous versions.
