[MC-125872] Superflat preset "The Void" doesn't generate starting platform anymore

The bug

A superflat world that gets created using the preset "The Void" (which has by default the argument decoration) does not have the stone/cobblestone platform in the middle that it had in 1.12.2. It's just completely empty.
