decoration tag in superflat world doesn't work at all

The bug

When you use the decoration tag for creating superflat world. No structures, no trees or no lakes appear.

How to reproduce

Simply choose any preset and no decoration

example:

The preset "Desert" will no longer generate cactus, dead bush and structure

The preset "Tunnelers' Dream" will no longer generate trees.
