How to reproduce

Generate a new superflat world with "overworld" preset or anything else with "stronghold". Use /locate or try to throw an eye of ender.

I generated a superflat world with strongholds in 1.12, was able to use /locate or eye of ender, then opened the world in 1.13. Minecraft still can't find the structure.

Is it a dupe? that issue seems to be about being able to use the eye of ender when you shouldn't be able to. My issue is the opposite, you can't use the eye of ender when you should be able to.

Still broken and /locate doesnt work

All is fixed now in latest 1.14 snapshot!
