[MC-125895] Being in bubble column regions makes user drown when touching underwater ceiling

The bug

As far as I know, bubble columns from both soul sand and magma blocks are supposed to provide air underwater. Both types of bubble columns fail to provide air once the user has direct contact with the ceiling, however.

This problem still persists in 18w08b unless there's a slab directly below the ceiling block.

You don't need to know how to code, my point was that you can add more versions to the "Affected versions" field on this ticket yourself and don't need to comment and wait for a mod or helper to add it.

I did it for you this time (added it as a fixed version before by accident).
