Random sugar cane underwater

What I was reporting was a sugar cane that spawned in a cave underwater, not that water doesn't break sugar canes.

This might relate to MC-126784 and/or MC-127711.

Also, why was the picture changed?

I cannot reproduce the sugar cane part in 1.13-pre5, But I can confirm this bug still exists since it also causes stuff like flowers and "lava falls" to generate. The lava that usually generates in the side of caves to create "lava falls", but in flooded caves, it just generates obsidian that "glows" (emits light until updated). Random obsidian that "glows" can be found by using the seed -2759110053313517104 and teleporting to 670 15 1873. Edit: fixed some typos
