End city Boats arent generating properly

The boats on end cities arent generating properly as shown in screenshots. not sure if chunk loading issue? It only happens in latest snapshot and the one previous.. I have made 3 new worlds in both with same result. All new worlds in 1.12 or before work fine. also uninstalled and reinstalled MC.Several friends have had the same issues. If this is an old issue i apologies but i couldn't find anything in my search.
