When I turn the lever off, the comparator either lets off a 1-tick gap in redstone signal or the signal will remain continuous.

I can't confirm this in 1.5.1. When I tested it it always had a 1 tick gap.

Just like repeaters Comparators have a 1-tick delay of reaction.
