[MC-126543] Caves are filled with water in Ocean biomes

It appears that caves spawn with water in them underground if they are in Ocean (and variants) biomes. Not 100% that this is a bug but have found no evidence to show that it is not.

if you go to snapshot 18w08b it says underwater caves are one of new feature

All of the caves I find are NOT in oceans and the are all filled with water
