Turtles do not lay eggs if spawned using a spawn egg

Confirmed in 18w10c. Turtles spawned by using /summon are able to lay eggs.

They can only lay eggs close to their home position (e.g. the position you spawned them) and only on sand. So maybe they can't find sand close to the spawn position?
