[MC-126996] Primed TNT in low light levels loses its texture

The bug

When you ignite TNT in low light levels the textures become black (at light level 1) instead of using the TNT texture and the texture starts getting darker from light level 12 underwater.

Can confirm in 18w22b. In low light it just blinks white and black.
