Nether caves under lava oceans don't fill up with lava properly

Caused by MC-124911?

That would fix it, but I think this here is because of caves generating into oceans.

ll seems to be happening in the Pre Release Snapshot 2. I deleted Dim-1 and remade it, still happens.
