[MC-127156] Ocelots and parrots don't spawn naturally

The bug

After half an hour of jungle exploration, I've come to the conclusion that ocelots and parrots don't spawn, they can only be summoned through spawn eggs.

If you clear out the trees, spawning works like expected.

Couldn't find a single ocelot or a parrot after searching for 30 minutes.

They might just be very very rare though.

Looked for an hour in the jungle for parrots and ocelots. Nothing found except the normal animals.

Protip: don't waste an hour on this. Use the /kill command and it will tell you how many entities of your chosen type have died, if any.

The parrots are back in 18w22a, but I still can't find any ocelots. Also some of the rabbits are missing as per MC-128071.
