Unable to reproduce. Remember that only watersource become waterlogged blocks. Probably there was no water source above hole - just nonsource block of water. Filling gap below with glasspane enabled to create watersource above, so placing slab there created waterlogged block. You can notice this by removing glass pane, then removing waterlogged block above (now there is nonsource water) - place slab back - it will create air pocket. Remove slab, place glass below (now water above is source), remove glass below (still water above is source), place slab back - no air, it's waterlogged.
